BURA is a nonpartisan, multidisciplinary network of civil society organizations for fight against corruption. BURA is composed out of 10 NGOs from 8 Croatian cities:

• Autonomous Centre, Čakovec
• Dalmatian Committee of Solidarity, Split
• Partnership for Social Development, Zagreb
• Initiator, Korenica
• Civil Rights Project, Sisak
• Association Zora, Čakovec
• Dominoes - Organization for Promotion of Women's rights and Development of Civil Society, Split
• Women's Association Vukovar
• Women's Group Karlovac "STEP"
• Women's Association "Izvor", Tenja
• associated member of BURA: Censorship Plus, Split

BURA was established as a result of implementation of the regional CARDS project Local Civil Society Development through Multi-Level Capacity Building Program (2005/2007). This was a joint project of Partnership for Social Development (project leader), association Women's Room (Zagreb), organization ASTRA (Belgrade) and KLJUČ (Ljubljana). The project was approved by the European Commission headquarters in Brussels.
The purpose of the project Local Civil Society Development through Multi-Level Capacity Building Program was establishment of standards in the work of civil society organizations – from organizational behavior to the standards of programmed actions in the fight against corruption, trafficking in persons and the protection of human rights.
In January 2006, Partnership for Social Development and Women's Room, published an open call to all civil society organizations which were interested in building their organizational and programmatic capacities for work in the field of fight against corruption and human trafficking.
Partnership for Social Development, Women's Room and above-mentioned 9 associations from 8 Croatian cities (selected through the public tender) have successfully conducted a series of trainings in various areas. Also, the first joint pilot project - the campaign "WE ALL PAY THE PRICE OF CORRUPTION" was successfully implemented.
Due to successful cooperation and due to the fact that they share interest for the same area of work (fight against corruption), strong motivation and the same principles and work approach, the above-mentioned associations decided to create a network BURA.
